Monitoring and Investigation Project of Vinyl Chloride Emission in Yunlin County on 2017

Absrtact
This project is aimed at the monitoring of vinyl chloride in the outlying island industrial zone. Through continuous monitoring and multi-point sampling and monitoring plan, it can be separately understood the time and space changes of pollutant concentration, and then clarified possible sources of pollution, and promote pollution sources. Eventually, controlling and reduce pollutant source to comfort public concerns of pollutant issues. The project was implemented on August 22nd, 2017. It includes infrared continuous monitoring, sampling and analysis of volatile organic gases, and related operations such as air pollutant observation and sampling detection of captive balloons. Through the effective implementation of this project, the monitoring concentration of vinyl chloride in sensitive areas of the outlying island industrial zone has been established, and the warning line has been set up by FTIR to continuously monitor and track the air pollutants in the perimeter of No. 6 Naphtha Cracker Complex to ensure the quality of life of residents; The sampling analysis of volatile organic gases in the month confirms the level of influence of the outlying island industrial area, and then promotes the improvement of pollution sources; the application of captive balloons to establish meteorological conditions at different upper levels of the industrial zone is conducive to the analysis of the state of air pollutants at various high levels. As of August 21st, 2018, the summary of the results of this project is as follows: 一、Infrared continuous monitoring As of 269 days of the monitoring at Qiaotou Primary School from August 21st, 2018, Xinji line is adjacent to the perimeter of the No. 6 Naphtha Cracker Complex. It is obviously affected by the industrial zone that 16 substances were measured those were 1,3-butadiene and ethylene, Ethyl, n-butane, difluoromethane, propylene, propane, methanol, ammonia, , vinyl chloride, n-heptane, styrene, m-Xylene, o-Xylene, p-Xylene, methylene chloride and 1,2- Dichloroethane all of which have not exceeded the perimeter Standard. During the monitoring period, all pollutants had not exceeded the perimeter standard, and no abnormally high values occurred. TdGA metabolite/interference substance such as vinyl chloride was measured at the Xinji campus during the monitoring period. 二、Volatile organic gas sampling analysis Every month, in the environmental hotspots and sensitive points that may be affected by the outlying islands industrial area, the volatile organic compounds were sampled and analyzed monthly. Eleven times of sampling and analysis were completed as of the end of August. TdGA metabolites/inference were measured 1,2-dichloroethane, vinyl chloride and acrylo nitrile during the monitoring period. To resulting compounds with the highest concentration detected from the outside of the plant area was 321.0 ppb of methanol detected by Qiaotou Primary School and 113.0 ppb of methanol detected by VCM plant in the zone. The measured species had not exceed the perimeter standard.nt in the zone. The measured species had not exceed the perimeter standard. 三、Tethered balloon for air pollutant observation and sampling detection The mooring balloon has been cast for the high-level airflow in the No. 6 Naphtha Cracker Complex that is mastered to establish different high-level meteorological information for pollutants in the outlying island industrial zone. In 12 times of observations, there is a phenomenon of airflow stratification at a height of 500-750m. The lower layer is the wind direction from southwest to northwest, and the upper layer is generally southerly. The wind direction generally turns with altitude, and the wind direction observation from the ground is difficult to represent 150-250m and above of wind direction
